The United Arab Emirates (UAE) has long been a global leader in innovation and technological progress, with non-oil sectors accounting for 71% of its GDP in 2023 and Foreign Direct Investment (FDI) reaching $23 billion. Recognized by the Global Entrepreneurship Monitor (GEM) as the top country for entrepreneurship for the third consecutive year, the UAE’s business environment is a thriving hub for startups and established companies alike.

However, in the fast-evolving digital economy, UAE businesses are now looking beyond traditional markets such as India and Eastern Europe for expansion opportunities. One promising market on the horizon is Azerbaijan, a nation nestled between the Caspian Sea and the Caucasus Mountains. With a young, multilingual population of 10 million and a median age similar to the UAE, Azerbaijan offers significant potential for growth.

Shared Strengths and Government Support

Both the UAE and Azerbaijan share a strong commitment to fostering innovation and supporting private enterprise. As the UAE continues its drive to diversify away from oil dependency, Azerbaijan has adopted a similar strategy, combining robust regulatory oversight with incentives for new and expanding businesses. Tax breaks, including 0% tax rates for business relocations, are just one example of Azerbaijan’s commitment to creating a business-friendly environment.

Like the UAE, Azerbaijan’s government plays a crucial role in building the digital infrastructure needed for modern businesses to thrive. The Innovation and Digital Development Agency (IDDA), established under the Ministry of Digital Development and Transport, is helping to position Azerbaijan as one of the region’s fastest-growing tech ecosystems. Similar to the UAE’s incubators and business-support agencies, the IDDA fosters innovation and helps attract international companies to its shores.

Cybersecurity is also a top priority for Azerbaijan, ranking 40th out of 194 nations in the International Telecommunication Union’s Global Cybersecurity Index. This ensures that businesses operating in Azerbaijan can rely on resilient digital infrastructure to protect their operations from evolving cyber threats.

A Multilingual Workforce and Strategic Location

Azerbaijan’s diverse, multilingual workforce offers another advantage to UAE businesses. With influences from Eastern Europe, the Middle East, and Western Asia, Azerbaijan’s workforce is well-suited to work alongside the multinational teams for which the UAE is known. Many Azerbaijanis speak multiple languages, including English and Russian, facilitating smooth communication in international business environments.

Geographically, Azerbaijan’s strategic location between eastern and western markets makes it an ideal hub for businesses looking to expand across regions. The country’s well-developed transport infrastructure, including major ports and airports, further enhances its appeal as a bridge between different markets.

As UAE businesses continue to explore new opportunities abroad, Azerbaijan offers a welcoming environment for growth, innovation, and prosperity. With a combination of government support, a talented workforce, and a strategic location, the country is poised to become a key player in the global digital economy.
