PayPal Strengthens Middle East Presence with New Regional Hub in Dubai

International digital payments giant PayPal is expanding its footprint in the Middle East, opening a new regional hub in Dubai as part of its broader global growth strategy. The move comes as the region undergoes rapid digital transformation, fueled by booming e-commerce and fintech sectors.

Suzan Kereere, President of Global Markets at PayPal, emphasized the significance of the new office, describing it as a strategic step to bring the company closer to customers and partners across more than 80 countries. “Our new regional hub in Dubai isn’t just symbolic, it’s strategic,” Kereere said. “It allows us to co-create in real-time, accelerate innovation, and tailor our offerings to the region’s unique needs.”

The Middle East, with a digital payments market valued at $200 billion and a population of 1.9 billion across surrounding regions, represents a major growth opportunity for PayPal. Kereere noted that governments are heavily investing in infrastructure and fintech innovation, while consumers are rapidly adopting digital experiences.

PayPal is positioning itself to capitalize on this momentum through partnerships across fintech, commerce, and financial services. The company aims to enable seamless digital connectivity for businesses of all sizes, whether by supporting large enterprises with global commerce capabilities or helping small businesses and startups navigate cross-border trade and digital transformation.

“We’re doubling down on partnerships to drive the next wave of economic growth in the region,” Kereere said, highlighting investments through PayPal Ventures in promising regional startups like UAE-based buy-now-pay-later platform Tabby. “Our strategy is about creating a network effect for the benefit of our shared customers.”

Financial inclusion is also a key priority. PayPal is collaborating with companies like TerraPay to enable wallet-to-wallet transfers, expanding access to the digital economy for millions who remain outside the formal banking system. “Inclusion isn’t a metric for us. It’s a mindset that shapes everything we will build in the region,” Kereere emphasized.

As part of its broader vision for 2030, PayPal seeks to create a secure, inclusive digital payments ecosystem, strengthening trust across every transaction, regardless of size or origin.

By anchoring its Middle East operations in Dubai, PayPal is positioning itself at the heart of one of the world’s fastest-growing digital commerce landscapes, ready to drive innovation and connectivity across the region and beyond.
