World Bank Approves $47.9 Million Grant to Boost Primary Education in Punjab

The World Bank has approved a $47.9 million grant to strengthen primary education in Punjab province, focusing on expanding early childhood schooling, re-enrolling out-of-school children, and improving teacher support across the system.

In a statement issued Monday, the World Bank said the project is aimed at addressing critical challenges in Pakistan’s most populous province, where millions of children remain out of school despite progress in recent years. Punjab accounts for more than half of the country’s population and plays a central role in determining Pakistan’s overall education outcomes.

The funding will target three main areas: expanding early childhood education, particularly in underserved communities; creating pathways for children who have dropped out of school to re-enter the education system; and enhancing teacher training and classroom support to improve the quality of learning.

“Investing in education is investing in Pakistan’s future,” the World Bank said, noting that the program is aligned with broader efforts to achieve universal primary education and reduce disparities between urban and rural regions.

Education Gaps in Punjab

According to official estimates, around 22 million children are out of school across Pakistan, with Punjab accounting for a large share. While the province has made notable progress in increasing enrollment, issues of retention, learning quality, and gender disparities remain widespread.

Experts say early childhood education is one of the most effective ways to bridge these gaps, as it prepares children for lifelong learning and reduces dropout rates. The World Bank’s program will help expand such opportunities in public schools, especially in rural areas where access is limited.

Teacher quality has also been identified as a key concern. The project will strengthen professional development and provide additional classroom support, ensuring educators have the tools needed to deliver effective instruction.

Government Partnership

Punjab’s provincial government welcomed the funding, calling it a timely boost to ongoing education reforms. Officials emphasized that the grant will complement local initiatives aimed at modernizing the school system, integrating technology, and supporting the province’s most vulnerable communities.

Education reform has been a central focus of Pakistan’s development agenda, with both federal and provincial governments under pressure to meet Sustainable Development Goal 4, which calls for inclusive and equitable quality education for all.

Broader Context

The World Bank has been one of Pakistan’s largest development partners, supporting programs in energy, agriculture, social protection, and human capital development. This latest grant underscores the institution’s commitment to strengthening education systems as a foundation for long-term growth and poverty reduction.

Observers note that sustained reforms and strong implementation will be crucial to ensuring the success of the program. If effectively carried out, the initiative could provide a blueprint for scaling similar efforts nationwide.
