Indian Expats in UAE Required to Submit ICAO-Compliant Passport Photos from September

Indian expatriates living in the United Arab Emirates will be required to submit passport photographs that comply with international aviation standards starting September 1, the Indian Consulate in Dubai confirmed last week.

The new rule, introduced under instructions from India’s Ministry of External Affairs (MEA), will apply to all passport-related services processed through embassies and consulates worldwide. Officials said the move is designed to standardize photographs according to the International Civil Aviation Organization (ICAO) guidelines, ensuring biometric compatibility for machine-readable passports.

Under the updated requirements, photographs must be in colour, sized at 630 × 810 pixels in digital format, or 2×2 inches if printed, with a plain white background. The subject’s face should occupy between 80 and 85 per cent of the frame, with a neutral expression, eyes open, and both sides of the face clearly visible.

Images must also be of high quality, with sharp focus and even lighting. Shadows, reflections, filters, or digital alterations will not be accepted. Head coverings are permitted only for religious purposes, while eyeglasses must be removed to avoid glare or reflections in the image.

Consulate officials noted that the stricter rules aim to prevent delays in processing applications and to align with international travel security standards. “Ensuring that photographs meet ICAO standards is crucial for biometric verification and smooth passage through automated immigration systems worldwide,” the consulate said in its advisory.

The introduction of the new regulations means applicants who fail to provide compliant photos risk rejection of their passport application, leading to delays in renewals or issuance of new documents. Residents planning travel later this year are being urged to prepare photographs that meet the criteria before applying.

The Indian expatriate community is among the largest in the UAE, numbering more than 3.5 million people. With thousands of passport services processed monthly in Dubai and Abu Dhabi, consular authorities have emphasized the importance of adhering strictly to the updated guidelines.

Travel consultants said the new rule is in line with global practices, noting that many countries already enforce ICAO standards for official travel documents. “This step brings India’s passport processes fully in sync with international norms,” one consultant explained, adding that the consistency will also enhance security and reduce identity-related errors.

The consulate has advised residents to use professional photography services familiar with ICAO requirements to avoid rejections.
