Ras Al Khaimah has rebranded its RAK Digital Assets Oasis as Innovation City (INC), positioning the northern emirate as a hub for global technology and innovation companies. The announcement marks a strategic shift aimed at building a competitive ecosystem for entrepreneurs, startups and industry leaders across emerging sectors.
According to the newly established authority, Innovation City will initially focus on five industries: Web3 and digital assets, artificial intelligence, gaming and iGaming, robotics, and healthtech and digital health. Officials said the initiative reflects the emirate’s ambition to play a central role in shaping the future of technology and economic diversification.
Sheikh Mohammed bin Humaid Al Qasimi, chairman of Innovation City, described the project as a long-term investment in RAK’s innovation economy. “This is about shaping industries and putting Ras Al Khaimah on the map as a capital of innovation for decades to come,” he said in a statement.
A key feature of Innovation City is its status as an AI-powered free zone. The zone will employ artificial intelligence to help design regulatory frameworks, streamline licensing and compliance processes, and simplify procedures for businesses. Officials said this approach will make it easier for companies to establish operations, while ensuring governance keeps pace with rapid technological change.
The free zone also includes plans to develop prime land in Ras Al Khaimah with infrastructure specifically designed for technology enterprises. This will include dedicated facilities for startups, research and development, and sector-focused clusters.
Paul Dawalibi, CEO of Innovation City, said the initiative aligns with the vision of RAK’s Ruler, Sheikh Saud bin Saqr Al Qasimi. “Innovation City embodies His Highness’s vision for sustainable development, economic diversification and innovation,” Dawalibi said. “We are building not just a free zone, but a complete ecosystem where companies can grow, innovate and thrive.”
Officials also highlighted lifestyle and geographic advantages as part of the pitch to global businesses. Ras Al Khaimah is positioning itself as a destination that combines business opportunity with natural beauty, cultural heritage, and modern infrastructure, while benefiting from close proximity to Dubai’s global transport links.
The launch of Innovation City comes as Gulf states accelerate efforts to diversify their economies away from oil and build globally competitive technology hubs. For Ras Al Khaimah, the move represents one of its most ambitious plays yet to attract investment and talent in fast-growing sectors such as AI and digital health.
With its focus on cutting-edge industries and commitment to building a supportive environment for innovators, Ras Al Khaimah is seeking to position Innovation City as not just a local or regional hub, but a global destination for technology and entrepreneurship.
