Abu Dhabi authorities have launched a comprehensive policy aimed at enhancing protection, support, and social inclusion for people of determination, furthering efforts to ensure a safe and equitable environment for individuals with disabilities. The new policy, introduced by the Department of Community Development (DCD), seeks to prevent abuse, neglect, and discrimination, emphasizing a unified and proactive approach to the protection and empowerment of people of determination in Abu Dhabi.
The policy establishes a multi-step process designed to prevent and respond to incidents of abuse. The framework includes measures for raising public awareness, early detection of potential abuse, streamlined reporting channels, and assessments followed by targeted interventions. A key goal is to create a system where people of determination can live without fear, in a supportive community that respects their rights and dignity.
The Department of Community Development will work closely with the Family Care Authority, which will serve as the primary entity responsible for handling cases related to people of determination. The Family Care Authority will coordinate with various government bodies and community partners to provide specialized assessments, services, and necessary care to beneficiaries across Abu Dhabi.
Dr. Layla Abdulaziz Al Hyas, Executive Director of the Community Development Sector at the DCD, explained that the policy marks a significant advancement in protecting people of determination and promoting their social integration. “The launch of this policy comes as part of our ongoing efforts to enhance the rights of people of determination, enabling them to achieve their full potential,” she stated. “This is an important step toward improving their quality of life and ensuring equal access to rights, opportunities, and services, bringing us closer to societal justice.”
The initiative also highlights the responsibility of families, caregivers, and service providers to protect and support people of determination. The policy aims to promote community awareness around the rights of individuals with disabilities, as well as how to report instances of abuse or neglect. By building a foundation of support, the Abu Dhabi government is seeking to create a society where people of determination feel secure and are empowered to contribute equally.
Efforts are also directed toward addressing and reducing barriers—be they behavioral, communicational, physical, or institutional—that limit the full societal participation of people of determination. These changes are intended to foster an environment where individuals can engage in all aspects of community life without obstacles.
Asma Al Azri, Executive Director of the Family Cases Sector at the Family Care Authority, shared further details on the policy’s implementation, emphasizing a streamlined process for managing cases and ensuring immediate interventions in situations of abuse. “Our goal is to activate a systematic mechanism to receive and assess cases, provide necessary care, and take proactive preventative measures,” Al Azri said. The Family Care Authority’s call center, reachable at 800-444, will serve as the primary channel for reporting abuse and securing prompt assistance for people of determination.
With this new policy, Abu Dhabi reaffirms its commitment to a supportive and inclusive society that respects and upholds the rights and well-being of all its citizens.
