DOHA — The Shura Council convened for its second session today for the fourth ordinary session of its first legislative term, part of the 53rd annual session. The meeting took place at the Tamim Bin Hamad Hall under the leadership of HE Speaker of the Council Hassan bin Abdullah Al Ghanim.
The session commenced with HE Secretary-General Naif bin Mohammed Al Mahmoud presenting the agenda, followed by the approval of the minutes from the previous meeting. In a notable highlight, HE Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali Al Mohannadi was invited to address the Council regarding proposed constitutional amendments. He also fielded questions from council members regarding the project.
The session further included the formation of six essential committees aligned with Article (29) of the Shura Council’s internal regulations. The committees established include:
- Legal and Legislative Affairs Committee: Chaired by HE Dr. Sultan bin Hassan Al Dabit Al Dosari, with members HE Khalid bin Ghanem Al Ali, HE Abdullah bin Ali Al Sulaiti, HE Khalid bin Ahmed Al Obaidan, HE Sheikha bint Yousuf Al Jefairi, HE Ahmed bin Ibrahim Al Maliki, HE Issa bin Arar Al Rumaihi, HE Ahmed bin Sultan Al Asiri, and HE Salem bin Rashid Al Muraikhi.
- Internal and External Affairs Committee: Chaired by HE Yousuf bin Ali Al Khater, including HE Ali bin Saeed Al Khayarain, HE Dr. Ali bin Fetais Al Marri, HE Nasser bin Salmeen Al Suwaidi, HE Mohammed bin Fahd Al Musallam, HE Mohammed bin Mehdi Al Ahbabi, HE Abdullah bin Ali Al Sulaiti, HE Ali bin Shibib Al Attiyah, HE Saud bin Jassim Al Buainain, HE Mohammed bin Mansour Al Shahwani, HE Abdullah bin Jaber Al Labda, and HE Nasser bin Hassan Al Kubaisi.
- Economic and Financial Affairs Committee: Led by HE Mohammed bin Yousuf Al Mannai, with members HE Mohammed bin Mehdi Al Ahbabi, HE Saad bin Ahmed Al Misnad, HE Ahmed bin Hitmi Al Hitmi, HE Nasser bin Mohammed Al Nuaimi, HE Abdullah bin Nasser bin Turki Al Subaie, HE Issa bin Ahmed Al Nasr, HE Hamad bin Abdullah Al Mulla, and HE Omair bin Abdullah Al Nuaimi.
- Health, General Services, and Environment Committee: Chaired by HE Mubarak bin Mohammed Al Kuwari, with members HE Yousuf bin Ahmed Al Kuwari, HE Dr. Ahmed bin Hamad Al Mahmoud, HE Badi bin Ali Al Badi, HE Nasser bin Mohsen Bukshisha, HE Dr. Mohammed bin Batti Al Abdullah, HE Nasser bin Mutref Al Humaidi, HE Ali bin Ahmed Al Kaabi, and HE Mohammed bin Omar Al Mannai.
- Education, Culture, Sports, and Media Committee: Chaired by HE Khalid bin Ahmed Al Obaidan, with members HE Khalid bin Ghanem Al Ali, HE Saad bin Ahmed Al Muhannadi, HE Mubarak bin Saif Al Mansoori, HE Saad bin Ahmed Al Misnad, HE Mohammed bin Muftah Al Muftah, HE Yousuf bin Ahmed Al Sada, HE Mubarak bin Mohammed Al Kuwari, HE Issa bin Ahmed Al Nasr, and HE Hamad bin Abdullah Al Mulla.
- Social Affairs, Labor, and Housing Committee: Led by HE Abdulrahman bin Yousuf Al Khulafi, with members HE Dr. Sultan bin Hassan Al Dabit Al Dosari, HE Nasser bin Mohsen Bukshisha, HE Ahmed bin Ibrahim Al Maliki, HE Khalid bin Abbas Kamel Al Emadi, HE Issa bin Arar Al Rumaihi, HE Yousuf bin Ahmed Al Sada, HE Nasser bin Mutref Al Humaidi, HE Abdullah bin Nasser bin Turki Al Subaie, HE Nasser bin Hassan Al Kubaisi, and HE Ali bin Ahmed Al Kaabi, and HE Omeir bin Abdullah Al Nuaimi.
During the session, the Council discussed decree-law No. (1) of 2024, which amends certain provisions of decree-law No. (10) of 1974 concerning the establishment of Qatar Energy. Following the discussion, the Council agreed to refer the decree-law to the Economic and Financial Affairs Committee for further examination and a report.
Additionally, the Council approved the distribution of previously submitted topics still under review to the current committees based on their respective competencies.
