Residents in Dubai must now clear any outstanding traffic fines before they can proceed with residency visa services, under a new pilot initiative launched by the General Directorate of Residency and Foreigners Affairs (GDRFA).
The new system electronically connects visa-related services — including renewals, cancellations, and transfers — with the Dubai Police Traffic Fines System, requiring residents to settle their dues before completing visa transactions.
Lieutenant General Mohammed Ahmed Al Marri, Director General of the GDRFA, said the move aims to reinforce civic responsibility and traffic law compliance, rather than restrict access to visa services.
“The goal is not to restrict people,” he said during a media briefing. “It’s about reminding residents to pay their fines. The system allows for flexibility depending on each case.”
According to officials, the system does not block visa processes entirely but temporarily halts progress until fines are addressed. Residents will have the option to either pay their fines in full or through instalment plans before continuing with their visa applications.
The initiative, currently in its trial phase, has been rolled out selectively across GDRFA departments, with thousands of cases reviewed ahead of implementation. However, the pilot does not apply to visa services at Dubai International Airport.
Lt Gen Al Marri stressed the importance of abiding by local laws, calling on residents to ensure their dues are cleared before applying for any residency-related services within the UAE. “Abide by laws, settle outstanding fines,” he urged, highlighting the link between civic responsibility and the privileges of living in Dubai.
Authorities said the new system also aims to streamline administrative procedures, ensuring smoother interactions between government departments and improving service delivery.
The GDRFA plans to monitor the pilot’s performance and evaluate its effectiveness before considering wider implementation across all visa service centres in the emirate.
The announcement comes as part of a broader push by Dubai authorities to improve compliance with legal obligations and integrate public services through smart government solutions.
