The Human Resources Development Fund (HRDF) reported record achievements in employment and workforce training during 2025, supporting the employment of more than 562,000 Saudi citizens in private sector establishments, a 29 percent increase compared to 2024.
The fund also announced that total spending on training, mentorship, and empowerment programs exceeded SR8.29 billion ($2.21 billion), benefiting over 2 million Saudi citizens. These initiatives have strengthened professional readiness and helped align workforce skills with the demands of emerging and high-growth sectors across the Kingdom.
HRDF Director General Turki Al-Jawini highlighted the fund’s commitment to expanding programs that promote sustainable employment and enhance the productivity of national talent. “The continuous growth in the number of beneficiaries reflects the success of the fund’s strategic transformation in maximizing economic and social impact,” he said. Al-Jawini added that these results reinforce the organization’s role as a strategic pillar in developing Saudi capabilities and building a diverse, knowledge-based economy.
The fund’s efforts are supported by advanced digital infrastructure and strategic partnerships, which aim to improve the competitiveness of Saudi citizens in both local and international markets. HRDF said that more than 226,000 establishments benefited from its services during 2025, marking a 27 percent rise. Small, micro, and medium-sized enterprises accounted for nearly 94 percent of these establishments.
In addition, HRDF signed 45 qualitative training agreements linked to employment across various sectors. These agreements aim to boost the private sector’s contribution to Vision 2030 objectives, particularly in increasing the share of small and medium-sized enterprises in the country’s gross domestic product through investment in national talent.
Al-Jawini emphasized that the fund continues to refine its programs to ensure employment sustainability and improve workforce productivity. By leveraging digital platforms and fostering effective partnerships, HRDF seeks to support Saudi citizens’ competitiveness and readiness for both domestic and global opportunities.
The record figures underline the growing impact of HRDF initiatives on the Kingdom’s labor market, demonstrating how structured training and targeted employment programs can contribute to long-term economic growth and the development of skilled national talent.
