Oman’s Telecommunications Regulatory Authority (TRA) has issued new guidelines concerning the use of Virtual Private Networks (VPNs) and the operation of popular applications such as WhatsApp calls and TikTok within the Sultanate.
The announcement was made during the TRA’s annual media briefing on Tuesday, where senior officials clarified the government’s stance on the use of certain digital platforms. Contrary to public perception, the TRA emphasized that it does not impose outright bans on these applications. Instead, it regulates their services through a structured licensing framework designed to balance public access with national economic and regulatory interests.
A top TRA official explained that companies providing services such as voice over IP (VoIP), video calls, or social media content can either partner directly with Omani telecom providers or operate through them under formal arrangements. This regulatory structure aims to ensure quality service delivery while safeguarding local economic interests.
Regarding TikTok, which has faced intermittent access issues in Oman, the TRA clarified that the platform is not banned. The disruptions reported by users are largely due to technical reasons rather than regulatory restrictions. Interestingly, many TikTok users have reportedly been able to access the app without resorting to VPNs in recent weeks.
The use of VPNs in the country is also subject to regulation. While not entirely prohibited, their use is controlled, especially when employed to bypass government monitoring or access services not officially licensed for operation in Oman.
All TRA decisions are shaped by a dual focus: promoting digital innovation while ensuring alignment with national laws and the broader public interest. The authority noted that it regularly consults with international tech firms and service providers before finalizing any policy changes, aiming for a regulatory environment that is transparent and responsive.
In addition to consultations with global companies, the TRA also welcomes input from the local community. “Public feedback plays an important role in shaping telecommunications policies,” said the official, adding that the goal is to strike a balance between user freedom, security, and sustainable economic development.
The latest measures reflect Oman’s ongoing efforts to modernize its digital infrastructure while maintaining regulatory oversight over internet services and content platforms.
